To take down a 250 base, you will need the full 6 hours. And that's only assuming the base doesnt have 60 towers in it. It took Clan almost a full 5 hours to take down DSA's QL250 base in PW about a month ago, and this was with little Omni opposition (partly due to CC), and the base only had perhaps 20-30 towers, many of which were just QL200.

To take down a full QL250 base you will need to do it over the course of two or three days assuming the guild doesn't fully rebuild the base every day.

So, yea, 3 hours wouldn't work that well :) Higher level bases would be even harder to take down than they already are.
