Lower ql gun, higher crit chance?

A few recent posts (fixer forum) have commented on ppl doing more crit damage with lower ql weapons than their ql200 weapons, and the speculation is that as you increase your weapon skills above and beyond a weapon's reqs, the crit increase % will rise:

he's calling it "deftness" fo lack of a better term. He's 2x wielding a ql200 Professional Light Supperssor and a 141 LS and critting continuously with the offhand (with the help of a 15% scope)

any official word on this?
