New Government form needed

i think there should be a government form, which consists of a council with more than one leader.
my guild for example got the problem that we have two leaders, one is for leading the guild, but he isnt interested in RP, and the other wants to represent the guild to other guilds, especially for RP, but he's not that interested in leading the guild itself.
we don't want to take anarchy as governing form, cuz they don't have any leader at all.
with councils who lead the guilds they wouldn't disappear from the boards just because one leader became inactive and the members would be more satisfied, when they want RP, even if one of the leaders doesn't want it.
