Pretty sure i'm in the right location as numerious people have told me he is near Robin Rang in smugglers den but he seems to have despawned or been killed maybe? Or is there an intentional uptime per day perhaps?

He comes and goes at random (de)spawns from what I can tell. I have yet to see him sell a 13% graft.

When I went to see him, he meeped away while I was browsing his selection and was back within a couple minutes with a different set of grafts.
He's a real slacker :-)
He does sell 13% grafts, i bought several a few days ago.
From what I noticed, he has a 20minute cycle. Meaning he spawns, stays 20 minutes, meeps off, stays away for 20 minutes and so on.
Can anyone confirm the Sense Graft being purchaseable there?
