Working as intented™ ? or some weird misbehaviour?

Also medical comp is only 1hr duration compared to the rest that last for 4 hrs. Also what happened to parry (deflect)/riposte/sharp obj. expertises? You can't buy them now and they don't seem to be included in any of the comp buffs.

Deflect/Riposte/sharp obj. is in Composite Martial Prowess Expertise

Ah thanks, thought they'd be included in either physical special or melee comps.

Medical Comp is not supposed to be in stores. Treatment and First Aid were moved to the Utility Comp. Heal & Nano Delta were left out from any comp intentionally by Dev's. They just did not delete it from the database, only removed from stores.
