About changes to cloaking devices

As they are now on test they are pretty much unusable at it intended task. At least leave the old version available.

New Ql 200 version adds + 65 on perception and conceal (was 400 conceal and 65 perception). So it actually does nothing at all. :p Except you are able to fight with the hud on. This is a nerf, not an improvement.

Additionally; non-adv's in perception-setup is nerfed (since stareline is gone/become a selbuff) and the cloaking device got nerfed (the current one on test is indeed useless cause it doesn't do anything vs the excisting perception-values) which it was no reason for doing. It was a great system where perception-setup players could enforce sneakers (shades and agent mainly) to sacrifice a hudslot for wearing the device which added 400 perception. Those values (and stare) on the device could have stayed while enabling combat/casting aswell. It would still be a consequence to wearing it. So gone are diverse setups and swapping stuff. Sad when ao is about customization.
