Level scaling nanos

I saw someone suggested lvl lock on some nanos,but instead of lvl locking why not scale them with levels,ie UA = 120 rifle same on lvl1 and lvl220 isnt that stupid,while low lvls became gods with that buff it pretty much suck at 220,same goes for nanos like wrangles,drains,mochams,EP and many others!They make some profs way to OP compared to others..Scaling those nanos would get some balance,at least for lower lvls...
