The wonderful people at Vixen Entertainment (http://vixen-ent.com/) run and operate the Rompa Bar, and as far as I know no one has laid claim to Baboons. I don't think there are any other clubs open within OE yet (even though most people have been demanding that Eden Cafe open up). Correct me if I'm wrong.
As for "taking it over", there's no official way to do it; simply plan events, run a live-to-air broadcast, promote heavily, let sit over night, and serve.....
